The year 2002 was a memorable one for Chimes Israel, as it saw the dedication of the $6 million Yehudit and Meir Rubanenko Campus, which has won instant recognition as the Middle East's most advanced facility for people with mental retardation. The Tel Aviv campus is named for the parents of Zmira Sabbah, who with her husband Chico is a major donor and supporter.

Its features include the Achikam Center, which provides on-site employment, vocational training, adult education, and skills for independent living; the Aliza Begin Habilitation Center, which serves the needs of adults with severe mental retardation; a vocational diagnostic unit; physical therapy, hydrotherapy, and physical education units; a training apartment and home economics unit; and a professional library and resources center. Thanks to the opening of the Rubanenko Campus, the Agency served 275 people with disabilities in 2002 and is continuing to grow each year.

Chimes Israel is already engaged in another major building project: the completion of the second half of its original building proposal for the Taybeh Workshop and Vocational Center, located in an Arab city. The expansion will double the facility's capability and place it on a par with the Rubanenko Campus, ensuring that Arab citizens receive the same level of service as the members of the Jewish community.
