Government Contracts - DC

Today, thousands of people with severe disabilities are finding meaningful employment through the federal Javits-Wagner-O'Day (JWOD) program, which combines the purchasing power of the government with the rehabilitation expertise of agencies like Chimes. NISH, a national nonprofit agency, is designated to help organizations obtain federal contracts called "set-aside" contracts because a large portion of their labor hours are set aside for workers with severe disabilities.

In the early 1990s, Chimes created Chimes DC to obtain these contracts through NISH, and we are now a significant player at the federal level. In turn, our success with federal contracts has helped us expand into state and commercial areas.

JWOD is not a handout, but an opportunity. Contractors operating under the program earn every dollar the government pays for products and services. In turn, they pay wages and provide benefits that permit people with severe disabilities to reduce their need for government assistance. Employees become taxpayers rather than tax recipients, and gain the great personal satisfaction of becoming productive members of society as well.

To understand the wide scope of Chimes DC's activities as an employer of workers with disabilities, one only has to look at the number and importance of their current contracts. While many are for custodial and janitorial services, some involve central facility management, commissary services, grounds maintenance, furnishings management, hospital housekeeping, food service support, and mail management.
