Developmental Services of New Jersey


Developmental Services of New Jersey is a private, not-for-profit organization that has supported people with disabilities and their families since 1983. Our mission is to help the people we serve reach their fullest potential for independence and become contributing members of the neighborhoods where they live. We are committed to enhancing their opportunities for vocational training and employment, providing family support systems, and bridging the gap between personal isolation and community inclusion.

DSNJ serves more than 60 people at our 11 community group homes. In September 2003 we opened a day program in Lakewood that is licensed to serve 20 men and women. To staff both programs, we have over 150 caring, committed, and competent team members, and we help them maintain the excellence of our services through a Quality Improvement System that identifies areas of concern and points the way to solutions.

In 2001, DSNJ became a member of the Chimes Family of Services, joining forces with an international leader in serving people with barriers to independent living. Chimes, which has its headquarters in Baltimore, Maryland, was founded over half a century ago as a school for children with moderate mental retardation, to help them reach their highest level of functioning. This has continued to be the guiding spirit of the organization, although it has grown to many times its original size. In addition to operations in New Jersey and Maryland, it has subsidiaries and affiliates in Delaware, Virginia, the District of Columbia, North Carolina, and Pennsylvania, as well as the nation of Israel; and it covers a broad range of educational, vocational, residential, habilitative, employment, and behavioral areas for people from infancy to seniors.

The State of New Jersey’s Division of Developmental Disabilities provides funding for DSNJ and is responsible for making referrals to our programs. DSNJ staff evaluate all admission requests and make placement decisions based on the availability of resources and the well-being of the people currently served. Families are encouraged to participate in the lives of their family members who are in our care. Our Individual Habilitation Planning process gives families the opportunity to take an active part in determining what programs and services should be offered. They are also encouraged to visit their relatives in group homes and the day program, and we hold regular staff-family meetings where health and safety, quality of life, and other important issues are discussed.

Dr. Chafetz joined the Chimes Family of Services in April 2003 when he became the Chief Operating Officer for Developmental Services of New Jersey. He is a clinical psychologist with over thirty years of experience managing programs for the developmentally disabled and the mentally ill. He is the former Mental Health Mental Retardation Administrator for Delaware County in Pennsylvania. During his career he has developed and managed day, residential, and case management programs that have served thousands of men, women and children.
