Holcomb Behavioral Health Systems


Holcomb Behavioral Health Systems began as the vision of a special educator who foresaw the need for community services for people with mental disabilities during the rapid de-institutionalization of the 1970s. In 1978, Karen Holcomb received an $8,000 grant to provide lifeskill support to newly released adults who were in danger of "falling through the cracks." The fledgling agency established goals that Holcomb has continued to follow through years of rapid growth: non-traditional, non-mainstream services; innovative methods of service delivery; an entrepreneurial spirit; and each person's right to dignity and choice. Today the agency provides a comprehensive range of behavioral health services throughout southeastern Pennsylvania, the Lehigh Valley, and the state of Delaware. Its program includes mental health counseling, 24-hour mobile crisis intervention, life skills and parenting classes, residential and supported housing, vocational training, educational services, and a variety of programs for people with developmental disabilities.

William DiFabio
Chief Operating Officer
Mr. DiFabio has served in the position of Chief Operating Officer for Holcomb Behavioral Health Systems since 1995. Prior to that, Mr. DiFabio served on Holcomb’s Board of Directors from 1992-1995.  During his career, Mr. DiFabio has held administrative positions for both profit and non-profit companies, including ten years at Mirmont Treatment Center, an affiliate of Riddle Memorial Hospital. Mr. DiFabio received his degree in business administration from Norwich University. He has served on numerous business, community and state boards.
 

 

WENDY WAIT
Chief Financial Officer
Ms. Wait is Holcomb’s Chief Financial Officer. She has 15 years experience in the public and private sectors and 6 years experience in nonprofit organizations.  Prior to joining Holcomb, Ms. Wait was the Controller at Melmark Home Inc., which provides services to the MR population in several states.  Ms. Wait has also held positions with Deloitte and Touche and the Wentworth Group.  She attended Pennsylvania State University where she received a BS in Accounting with Honors and Distinction.

 
ROBERT R. RUTH
VicePresident of Finance
Mr. Ruth has served as Holcomb’s VicePresident of Finance since 1995. Mr. Ruth is a C.P.A. with over 42 years accounting experience in both the public and private sector. Prior to coming to Holcomb, Mr. Ruth was with Ernst and Young in Philadelphia.

SUSAN H. BERRYMAN, ESQ. has been with Holcomb Behavioral Health Systems since 1992 through employment with one of its affiliates, and in 2000 took the position of  Holcomb’s Director of External Affairs.  She received her B.A. degree from the College of William and Mary and her J.D. degree from Indiana University in Bloomington, Indiana. Ms. Berryman was Law Clerk to the late Chief Justice Nix of the Pennsylvania Supreme Court and to Judge (now Justice) Montemuro of the Pennsylvania Superior Court. She is licensed to practice law in Pennsylvania and Ohio and is a member of the Pennsylvania Bar Association Health Law Committee and the Chester County Arbitration Panel.

GERARD CLARK, L.S.W. is Regional Director of Delaware and Philadelphia Counties for Holcomb Behavioral Health Systems. Most of Mr. Clark’s more than 22 year behavioral health career has been spent in acute care mental health settings. Mr. Clark has a B.S. from the University of Scranton and an M.S.W. from Temple University.

KAREN DIFABIO has worked for Holcomb Behavioral Health Systems for six years in the capacity of Purchasing and Facilities Director.  Mrs. DiFabio holds a B.A. in Business Administration form Immaculata University.  She holds certifications from the National Safety Council Defensive Driving,  the Commonwealth of PA National Incident Management System on Disaster Crisis Outreach and Referral Training , and the Red Cross Disaster Crisis Outreach and Referral.  Prior to her employment with Holcomb, Mrs. DiFabio owned and operated a licensed child care center in Downingtown, PA for 17 years. 

HOWARD ISENBERG is Executive Director of Open Door, Inc. in Delaware and Family Services Association in Maryland, both affiliates of Holcomb Behavioral Health Systems. Mr. Isenberg has a B.A. from San Diego State University and a M.A. in Counseling from National University in San Diego, CA. He has worked more than 22 years in the behavioral healthcare field.

ROGER W. OSMUN, PH.D is Clinical Director of Holcomb Behavioral Health Systems. He received his doctoral degree in clinical psychology from Temple University and completed his internship at Temple University Hospital. He is currently licensed as a Psychologist in Pennsylvania, Delaware and Maryland. Dr. Osmun is adjunct faculty in Immaculata University’s graduate psychology program, and has conducted presentations for the Pennsylvania CASSP Institute for Child and Adolescent services. Dr. Osmun is listed in the National Register of Health Services Providers in Psychology.

PATRICIA M. POPPERT is Director of Chimes, PA, the Mental Retardation division of Holcomb Behavioral Health Systems. Chimes, PA provides developmental disability services including Residential, Vocational and InHome Support programs in Chester, Delaware, Philadelphia and Lancaster counties. Ms. Poppert has extensive experience in the field of developmental disabilities in both the private and public sector.   Ms. Poppert received her B.A. and M.S. from West Chester University and R.N. from Pottstown Memorial Medical Center.

LIBBY STIPCEVICH is the Director of Human Resources for Holcomb Behavioral Health Systems, a position she has held for 10 years. Ms. Stipcevich has more than 20 years experience in the field of human resources, specializing in company health benefits and employee rights and responsibilities. She has attended West Chester University and is accredited by Villanova University in Professional Human Resources Management.

WILLIAM H. STOCKTON is the Senior Regional Director of Chester, Berks and Northampton Counties.  Mr. Stockton joined Holcomb Behavioral Health Systems in 1989. He was worked for more than twenty years as an administrator and clinician in services for adults and children with mental illnesses and addiction problems. Mr. Stockton has an undergraduate degree from the University of Pennsylvania and a Masters in Counseling Psychology from Immaculata University.

ELIZABETH WARNER is the Director of Clinical Support Services for Holcomb Behavioral Health Systems.  Ms. Warner began working for Holcomb in 1995.  Prior to becoming Director, she was in the Clinical Support Services department as an intake counselor, coordinator, manager, and associate director.   She received her bachelor’s degree from the University of Delaware.
