Today, thousands of people with severe disabilities are finding meaningful employment through the federal Javits-Wagner-O'Day (JWOD) program, which combines the purchasing power of the government with the rehabilitation expertise of agencies like Chimes. NISH, a national nonprofit agency, is designated to help organizations obtain federal contracts called "set-aside" contracts because a large portion of their labor hours are set aside for workers with severe disabilities.

Johann (Hans) Rinecker is Chief Operating Officer of Chimes District of Columbia. Mr. Rinecker joined Chimes in 1992 after twenty-seven years service as an Army Officer. Mr. Rinecker's background in government contracting has been a key ingredient in the rapid growth and expansion of Chimes DC.
