Chimes DC Today, thousands of people with severe disabilities are finding meaningful employment through the federal Javits-Wagner-O'Day (JWOD) program, which combines the purchasing power of the government with the rehabilitation expertise of agencies like Chimes. NISH, a national nonprofit agency, is designated to help organizations obtain federal contracts called "set-aside" contracts because a large portion of their labor hours are set aside for workers with severe disabilities.

Mr. Rinecker joined Chimes in 1992 after twenty-seven years service as an Army Officer. Mr. Rinecker's background in government contracting has been a key ingredient in the rapid growth and expansion of Chimes DC.
